Breaking: Are ICE Offices Coming to New Windsor?
ICE is opening offices all over America, including a new one here in Orange County.
Pictured Above: According to the New York State Department of Parks, Recreation and Historic Preservation, the New Windsor Cantonment State Historic Site is where the Continental Army, under General George Washington, spent the last winter and spring of the Revolutionary War. Recently, The Monroe Gazette encouraged readers to party like it’s 1776 in the battle against ICE, and we would like to renew our call with you here.
(This is a developing story. Please check MonroeGazette.com for updates.)
According to a report from Wired— which has done exceptional work since the Trump regime took office—ICE is planning to establish offices at 843 Union Avenue in the Town of New Windsor.
New Windsor Town Supervisor Stephen A. Bedetti confirmed to The Monroe Gazette that the ICE office is open and operational at this location and has been for at least a few months.
The New Windsor ICE office is a half hour from the controversial Chester concentration camp, which we are actively covering. (Our latest story can be found here.)
This afternoon, The Monroe Gazette spoke briefly with Supervisor Bedetti, who said:
I have spoken directly with the property owner and confirmed that a portion of the building is under contract with the General Services Administration (GSA) for ICE office use only. ICE employees have been operating out of this location for approximately three months.
I then personally visited the building and confirmed that there is an occupied office upstairs, currently used by the Deputy Chief Counsel and several other attorney’s. There is an additional office space upstairs which is presently unoccupied, and what appears to be unoccupied office space downstairs, aside from a few old file cabinets left behind by the previous tenant, all under the GSA lease.
I had a conversation with one of the Attorney’s on site, and was advised this is office space only for US Immigration and Customs Enforcement Attorney’s.
I will be keeping a close eye on this location, to make sure that they operate within the occupancy law of the Town of New Windsor.
The Union Avenue building is owned by Windsor Commons LLC (Department of State ID #4755873) out of Monsey.
As is often the case in Orange County, many of our mystery LLCs trace their origins to Monsey, Monroe, Kiryas Joel, or Brooklyn. This practice isn’t unusual or alarming, but it complicates efforts to determine ownership in our region.
This is particularly relevant in light of Governor Kathy Hochul’s weakening of the LLC Transparency Law, which took effect last month. A quick search revealed multiple LLCs using the same P.O. Box as Windsor Commons LLC: P.O. Box 553, Monsey, NY 10952.
Further investigation identified Martin Reisman as a member of the LLC. We spoke with Mr. Reisman’s son to inquire about how long ICE has been in the building. This story will be updated if we hear back from the Reismans.
There is currently no information on how this ICE office differs from the one located in Newburgh at 15 Governor Drive, which is designated as the Office of the Principal Legal Advisor, New York (Newburgh).
When told about the new ICE offices in New Windsor, Vanessa Cid of the MHVDSA told The Monroe Gazette, “ICE has invaded our community and terrorized our neighbors. The existing contract with Orange County Executive Steve Neuhaus has converted the Orange County Jail into part of ICE’s system of detention and deportation. ICE’s office near Stewart Airport is a constant reminder of their violent and racist reign of terror. Neither their attempt to acquire space in Chester nor this New Windsor office are welcome here.”
The Monroe Gazette has left a message with the Newburgh office seeking comment and has also reached out to the Department of Homeland Security for additional information concerning the New Windsor office.
So far, DHS and ICE have not responded to multiple requests regarding their activities in Orange County.

P.S. It is incredibly expensive to continue this work, so we are launching a new annual subscriber drive. Our goal for 2026 is to sign up 500 annual subscribers at $120 for the year. While this may sound like a lot of subscribers, we currently have far more free subscribers than paid subscribers. If we can convert just a fraction of you into paid annual subscribers, we can achieve our goal by the end of the year.
