Honestly, this is going to come down to will. Specifically, will Neuhaus as the County sue DHS under the 10th amendment for taking sewage and water capacity when the 10th prohibits (basically) the state building infrastructure for the feds. Or if ICE builds a septic system, will NYS AG's enviro department investigate and she? A lot to be determined, but I encourage you not to look past the sewer issue until ICE does.
I appreciate the comment. My personal tendency is toward gloom and doom, but I have to remind myself that we have the first people-first government in Monroe since I've lived here, and I look at the recent election results in Texas where a local representative election flipped from +14R to +12D in just two years.
I totally understand. :-) And yes. For the first time in the 21st Century we have functional Monroe AND Woodbury governments. So, change is possible, even on the federal level, if we all keep pushing in the same direction.
Believe me, if ICE wanted to build a concentrate in Chester, local sewage capacity would be the last thing they'd worry about.
